Common Assessment Standard
The first phase of this new pre-qualification (PQ) system launched by Build UK and the Civil Engineering Contractors’ Association (CECA) is hoped to reduce inefficiencies that are costing the construction industry up to £1 billion a year.
The new system will allow for greater consistency and efficiency in how sub-contractors become pre-qualified for work at the first stage (business assurance).

The roll-out of the first phase of the new system took place, which includes
Publication of the Common Assessment Standard used to pre-qualify companies. Developed based on existing pre-qualification questionnaires, including BSI’s PAS 91, this covers 10 key areas and includes desktop and site-based assessment standards.
The naming of the first recognized assessment bodies to conduct audits of supply chain companies according to the Common Assessment Standard.
CHAS is one of 3 assessment bodies that have been named as a service provider.
The system is being overseen by a Cross Industry Body consisting of experts from organizations across the sector, including public and private sector clients, contractors, consultants, and trade associations.
Under the new system, companies will be audited once a year, and they will not have to be certified by more than one assessment body. There will be a data-sharing arrangement that will allow contractors to obtain pre-qualification information from any one of the recognized assessment bodies.
